Training for staff of the Polish Development Fund
In September and October 2026, experts from the Internal Security Agency’s (ABW) Counter-Terrorism Centre are conducting training for staff of the Polish Development Fund (PFR), focusing on contemporary security threats and ways of identifying and mitigating them.
The training covers issues relating to hybrid threats associated with the activities of state and non-state actors. Particular attention is paid to the contemporary information environment and cyberspace, including the phenomenon of cyber-terrorism and the use of social media to carry out hybrid operations.
Participants will be introduced to examples of the most common incidents and methods of conducting hybrid operations, as well as the potential uses of deepfake technology – both for positive purposes and in ways that may pose a threat to the security and credibility of information dissemination.
Another key element of the training covers issues relating to counter-terrorism, including the correct procedures to follow in the event of a terrorist incident, in accordance with the 4U! procedure – Be alert, Run away, Hide, Thwart. Particular emphasis was placed on the importance of correctly recognising the signs of threats and responding to them at the earliest possible stage.
The training forms part of the activities of the ABW’s Counter-Terrorism Centre aimed at raising awareness of terrorist and hybrid threats and strengthening the resilience of institutions and entities crucial to the functioning of the state.
